Why do they give these short plates to cars which do not need them? Even though this is a US-spec car, it can easily fit normal European plates on both sides, as almost all modern vehicles sold in the US market.

There are also many photos of regular cars with these plates. They will run out very fast like this...

This one looks odd.
Probably there are no clear/strict criterias to obtain such a plates.

Oh it's illegal. The criteria state the car can only bear those plates if normal size plates don't fit. In this case it's possible the rear needs a small plate. The Police and other government outlets have started penalizing for this, and technically, if a car has these plates, but doesn't need them, you can be sentenced to jail time for false testimonies. Or given a properly large ticket and forced to get normal plates.

I would've thought this would be stopped at the issuing office, not the police.
In any case, this car has enough space for European plates, even if it's a US-spec:

At the issuing office you just check off a box saying you want shorter plates. You don't have to prove it's a car that needs US plates (Which might be a good thing since it can be a pain in Poland to prove such a thing). But the Police can determine a short plate isn't needed and file for it to be replaced.
